A 2022 Jim Hogg County Jail Death Goes Unreported-Pt.2
Hebbronville, Texas, inmate in Jim Hogg County Jail Michael Tokos may have died while he was in the jail’s custody. There is no custodial death report (CDR) filed about his 2022 death, but it’s possible he was the inmate referred to in a November 2022 special jail inspection that references a custodial death without providing a name.
Jim Hogg County Jail is Allegedly Noncompliant with Rule §273.5(a)3
Under guidelines for the Mental Disabilities/Suicide Prevention Plan, Rule §273.5(a)3 specifies that jails must follow procedures for communicating information related to inmates who are potentially suicidal or mentally disabled. Per a November 2022 special jail inspection report, Jim Hogg County Jail failed to comply with this minimum jail standard.
- During the jail inspection, a custodial death was reviewed and it was discovered that no paperwork could be found to indicate that the magistrate had been notified as required with regard to responses to questions on the screening form related to medical/mental developmental impairments and suicide. In addition, there was no evidence that the Continuity of Care Query (CCQ) had been conducted.
