A 23-Yr-Old is Fatally Shot by a Houston Area Officer-Pt3
Details of a tragic police shooting were filed by the Memorial Villages Police Department on October 12, 2020, though the death occurred on July 1, 2020. Twenty-three-year-old Constantin Filan was the victim of the shooting.
Various individuals contributed information to the investigation about alleged inmate abuse using a restraint chair in the county outside Texas that this series has alluded to. The following are some of the claims that were made:
- An individual who had been incarcerated says the chair is dehumanizing and barbaric.
- An inmate with serious mental health issues says he has lost count of the number of times he was strapped into a restraint chair. Once he was placed in the restraint chair after he had a panic attack and lost consciousness.
- Another inmate says that he spent six hours in a restraint chair on one occasion. His worst experience was spending 26 hours in the chair with his genitals exposed. He said that he was given no bathroom breaks, food, or water. He suffers from bipolar disorder, anxiety, depression, and PTSD.
- One employee at the jail said that an inmate was placed in the restraint chair for being intoxicated and combative, per notes prepared by a nurse. The employee said that, instead, the individual should have received immediate help for his mental condition because he was completely psychotic.
