Genaro Rocha Dies in Potter County Jail
On July 21, 2019, 47-year-old Genaro Rocha was booked into Potter County Jail. He died there on August 4, 2019, after being placed in restraints. The CDR about Mr. Rocha’s death indicates that he had been placed in an isolation cell after behaving bizarrely. While in the cell, he defecated and was moved while the cell was cleaned.
While being walked over to the medical infirmary, Mr. Rocha became violent and resistive. He was placed in a restraint device and put in a holding cell. Observations were conducted at intervals that did not exceed every 15 minutes. At one point, officers met with resistance as they were checking on his range of motion. They were placing him back in the restraint system, and he slumped over in an unresponsive state during that process. The restraints were removed and he was given CPR. Sadly, Mr. Rocha was pronounced dead the same day.
