A 38-Year-Old Inmate at Smith County Jail Dies
Thirty-eight-year-old Charlie Humphries was booked into Smith County Jail in Tyler, Texas, on January 26, 2023. The address of the jail is 800 E. Dawson Dr., Tyler, Texas 75701. Mr. Humphries had chest pains on March 23, 2023, and received lifesaving measures when he went into a seizure. Sadly, he died that same night.
Smith County Jail is Cited for Noncompliance with Jail Standards in 3 Jail Inspection Reports in 2022
The Texas Commission on Jail Standards saw that Smith County Jail was having more than the usual difficulty in complying with jail standards, and it seemed to begin in 2021. The jail was cited for six violations on June 24, 2021. The first 2022 inspection was a special inspection in the follow-up to the June findings.

RULE §263.41-Training and Drills
Rule §263.41 is in the Chapter about Life Safety Rules under the section on Training and Drills. The rule requires staff to get training about evacuation drills, location and use of equipment, emergency, and fire immediately upon employment and no less than once each calendar quarter.
- The inspector’s notes refer to the June 2021 annual inspection, when Technical Assistance was provided and documentation was requested for review to ensure that there is compliance with minimum jail standards. Yet, documentation did not show that all staff received training in the 2nd and 3rd quarters of 2021, as required.
