A 38-Year-Old Inmate at Smith County Jail Dies-Pt.3
Due to his complaint about chest pains, at about 10:20 PM on March 23, 2023, Charlie Humphries was moved from Smith County North Jail at 2811 Public Road in Tyler, Texas, to the Smith County Central Jail at 206 E Elm Street. Jailers were advised that Mr. Humphries, for unknown reasons, fell down in N tank of the North Jail and required medical attention. Upon arriving at intake in the Central Jail, Mr. Humphries fell and began having a seizure.
Special Jail Inspection Report in Smith County Jail Dated 3/3/22
Complaint Inspector Elizabeth Thomas with the Texas Commission on Jail Standards (TCJS) visited Smith County Jail on March 3, 2022, even though there had been a special inspection on February 18, 2022. In the special inspection on March 3, Smith County Jail was cited for violating Rule §259.138(a)- New Construction. This minimum jail standard specifies the length of time that inmates can stay in a holding cell. This is where inmates are held during intake, processing, release, or for any other reason temporary holding becomes necessary. Inmates cannot be held longer than 48 hours in a holding cell.
- Upon review of a complaint response and documentation, it was identified that an inmate was placed in the holding cell on January 25, 2022. The inmate had remained in the holding cell for 192 hours or 8 days.
