A 41-Year-Old Detainee Dies in Dallas County Jail-Pt.4

A Dallas County Sheriff Detention Service Officer (DSO) was conducting a physical round in tank 4P10 on August 9, 2023. This was within the Dallas County West Tower Jail Facility, 111 W. Commerce Street, Dallas, Dallas County, Texas 75207-4313. It was during this time that the DSO observed that Charles Korey Thomas, Dallas County Inmate, Booking Number 23021681, was unresponsive in his single cell (G). Medical assistance was requested.

Clay County Jail is Allegedly Noncompliant with Minimum Jail Standards

Following a 2019 inspection, an inspector with the Texas Commission on Jail Standards (TCJS) cited Clay County Jail in Henrietta, Texas, for noncompliance with Rule §275.1-Regular Observation by Jailers. The inspector’s notes follow:

  • The documentation and video were reviewed in combination with the self-reporting of jail administration. It was revealed that, before the inmate was discovered, face-to-face observations were not conducted because the detainee had placed covers around his bunk that obstructed the view of jailers. Although a jailer documented that observations were completed within the requirements of minimum jail standards, evidence shows that one of those rounds was 14 minutes late. Another round was 8 minutes late, and eight of the rounds that were documented did not occur at all.
