A 44-Year-Old Inmate Dies by Suicide at Bexar County Jail-Pt2

The Bexar County Sheriff’s Office filed a custodial death report (CDR) about 44-year-old Juan Carlos Guerrero, who was booked into Bexar County Jail in San Antonio, Texas, on October 4, 2022. Mr. Guerrero used a sheet as a ligature to commit suicide less than a month later. He was pronounced deceased at Downtown Baptist Emergency Room on November 2, 2022, the same day he was found hanging by his neck in his cell.

William James Shandore entered Bexar County Jail in San Antonio, Texas, on the morning of February 10, 2021. Four standard intake questions are answered “unknown” in the CDR about his death by suicide on February 19, 2021. The potential importance of each of the questions is obvious. During the incident and/or entry into the jail, did the decedent at any time:

  • Appear intoxicated by drugs or alcohol?
  • Make suicidal statements?
  • Exhibit any mental health problems?
  • Exhibit any medical problems?

The purpose of such questions is to help determine such things as whether an inmate needs to detox or whether extra care and supervision are needed to prevent an inmate from committing suicide. If mental and/or medical care is a necessity for an inmate, how can it be provided if an inmate’s needs in regard to these issues are unknown?
