A 49-Year-Old Childress County Jail Texas Inmate Dies on 4/8/22 – Pt3

The Childress County Sheriff’s Office filed a custodial death report (CDR) for Rodney Paul Guerra on April 12, 2022. Forty-nine-year-old Rodney Paul Guerra was in the custody of Childress County Jail in Childress, Texas, when he died of unknown causes on April 8, 2022. Childress County Sheriff Danny Gillem provided the summary of how the death occurred in the CDR. Among the details provided was that William “Jack” Gillentine of the Texas Rangers would conduct an investigation into Mr. Guerra’s death.

Restraints Continued

Rule §351.41-Requirements detailed under Title 37 Part 11, Texas Juvenile Justice Department, include the guidelines that govern the use of restraints:

  • Only detention and probation officers can place restraints on juvenile inmates;
  • Probation and juvenile detention officers participating in applying restraints must be:
    • Trained to use all approved mechanical restraint devices;
    • Certified in using approved physical restraint techniques; and
    • Trained to use approved chemical agents;
  • Restraints must only be used as a last resort;
  • Restraints shall be used only to prevent escapes and when there is an imminent threat of self-injury, injury to others, or serious property damage;
  • The level of force used in placing an inmate in restraints must only be the amount necessary to control the situation;
  • As soon as the resident’s behavior indicates the threat of injury to others, injury to self, serious property damage, or escape has subsided, the use of restraints must be terminated.
