A 49-Year-Old Childress County Jail Texas Inmate Dies on 4/8/22;Pt2
The custodial death report (CDR) for Rodney Paul Guerra filed by the Childress County Sheriff’s Office shows that he was booked into the jail on January 22, 2022. The summary explaining how the death in Childress County Jail in Childress, Texas, occurred shows that he was found in an unresponsive state with foam coming out of his mouth. Among the sparse details reported was that he had received an antibiotic because he had a boil on his groin. He was pronounced dead on April 8, 2022, which was the same day he was discovered in a state of crisis.
Subchapter D-Restraints- Prohibitions in Using Restraints Continued
A list of prohibitions in the use of restraints is found in Rule §351.42-Prohibitions under Title 37 Part 11, which is the Texas Juvenile Justice Department. The following are more restraint techniques that are prohibited:
- Restraints in which a resident is placed face down with excessive or sustained pressure on the chest cavity or back;
- Restraints in which an inmate is placed face down with pressure on the head or neck;
- Restraints that obstruct the airway or impair the inmate’s breathing;
- Restraints that restrict the ability of the inmate to communicate;
- Restraints that restrict the view of the inmate’s face;
- Any technique that does not require the inmate’s respiration to be monitored and other signs of physical distress while in the restraint; and
- Percussive or electrical shocking devices.
