A 53-Year-Old Inmate in Comal County Jail Dies -Pt.4

Ronald Tracy Bush died on July 11, 2023, approximately a month after he was booked into the Comal County Jail in New Braunfels, Texas. Continuing with details from the summary of how his death occurred, Mr. Bush was transported by ambulance from the Comal County Jail to the emergency room at Resolute Hospital, and he was admitted as a patient. An examination revealed that Mr. Bush was suffering from diabetic ketoacidosis, sepsis, low sodium, and high blood sugar. He was treated and transferred to the intensive care unit for continuing care. On the next day, June 15, 2023, Mr. Bush had low oxygen levels and was placed on a ventilator. He was further treated for a urinary tract infection.

Rule §273.6-Restraints in the Texas Administrative Code

Although restraint chairs are shown to invite controversy due to a tendency for abuse in association with their use, the guidelines for restraint chairs are included with general rules for all restraints in local Texas jails.

Detainees are to be placed in restraints when they behave in a manner indicating that they are a danger to themselves or others. They shall be managed in a way that minimizes the threat of injury or harm. Before being used on a detainee, it should first be determined they are necessary. All restraints must be used in a humane manner and only to prevent injury, never as a form of punishment.
