Next on August 5, 2023, the day Kevin Arballo was pronounced deceased at Bexar County Jail in San Antonio, Texas, the following happened: Cpl. Mendoza checked the inmate and found no pulse. A Code 1 (Medical Assistance Required) was initiated at approximately 3:58 p.m. Deputy M. Rios #4505 arrived in the unit, along with the first aid kit and the automated external defibrillator (AED), which was not used. A dose of NARCAN was administered to Inmate Arballo in his right nostril. Medical Personnel began arriving (MA B. Zimmers) and visually evaluated Inmate Arballo. It was determined by MA Zimmers a Code 1 Blue (Immediate Medical Emergency) was required and the Code 1 Blue was initiated at approximately 4:00 p.m.

An Incident Demonstrating High-Risk Situations for Detainees Continued

The following completes a narration of an incident that occurred in a U.S. courtroom. Also see Part 1, Part 2, and Part 3 of this continuing series.

• The head bailiff obtained the razor blade, placed the detainee in handcuffs, and returned him to the holding cell area. The courtroom was evacuated, and medical attention was called for the detainee.

Suicide Prevention Measures Throughout Incarceration

When detainees are being transported from jail to court, their statements and activities are closely monitored. Anything that indicates an attempt at suicide or escape may occur prompts several actions:

• A continuance is requested from the judge so that the detainee can be mentally evaluated.
• Additional support is requested from another bailiff to escort the inmate to and from the courtroom.
• Write an incident report that details the detainee’s actions and statements. This report accompanies the transport officer back to the jail, or it can be emailed ahead of the detainee’s return to jail.
