A Bexar County Detainee Dies on the 4th Day-Pt.5
The following continues with details of the events surrounding the death of 33-year-old Kevin Arballo, who was incarcerated at Bexar County Jail in San Antonio, Texas: Additional medical personnel were requested, and LVN T. Macias arrived on the scene and assisted in relocating Mr. Arballo to the floor. Cardiopulmonary resuscitation (CPR) was initiated. As chest compressions continued, MA Zimmers used the automated external defibrillator (AED) in a further attempt to revive Detainee Arballo. The San Antonio Fire Department (SAFD) arrived at approximately 4:15 p.m. to assist with lifesaving efforts. Through consultation with Dr. Miramontes, Mr. Arballo was pronounced deceased at 4:33 p.m. on August 5, 2023.
Another Incident Demonstrating High-Risk Situations for Detainees Continued
- While a female detainee was standing before a judge in a family court, the judge pronounced that he decided to give full custody of the woman’s two small children to another member of her family. The female detainee began screaming and crying loudly. The judge stated that the decision he had made was final until she changed her life for the better. The female inmate was returned to jail without a heads-up about her distress, whether verbally or in writing.
- That evening during dorm rounds, a detention deputy at the jail found the female attempting suicide by hanging. Her skin and lips were already turning blue. However, medical personnel arrived quickly, and the detainee survived.
