A Detainee at Garza County Jail Dies on 7/12/23-Pt.5
The custodial death report that the Garza County Sheriff’s Office prepared about 51-year-old John David Snell has not been amended to show the results of the autopsy. But the summary of how the death occurred revealed that a video of Mr. Snell in his cell showed what likely occurred. It was reported that you can see Mr. Snell hitting his head on the wall of his cell. Shortly after that happened, he requested medicine for a headache. At the request of a physician, they had been seeking evidence of an event that may have caused a brain injury. Mr. Snell died on July 12, 2023, after suffering an emergency on June 24, 2023, when he was found unresponsive in his cell.
Garcia County Jail is Found Noncompliant
In a jail inspection report that was issued on September 26, 2022, Garza County Jail was cited for noncompliance with three minimum jail standards. The failure to comply with Rule §273.3-Health Instructions, which is in the chapter on Health Services, is an example of an area of noncompliance that has obvious potential to affect the health and well-being of detainees. The rule states that all jails must follow all medical instructions of designated physicians.
