A Female Inmate in Harris County Jail Texas Dies on the 4th Day There-Pt.4
The custodial death report (CDR) about Victoria Margaret Simon was filed by the Harris County Sheriff’s Department on October 6, 2022. The CDR shows that on October 2, 2022—her fourth day in the jail and her day of death—a jail officer discovered Ms. Simon unresponsive in her single-occupancy quarantine cell. Cardiopulmonary resuscitation (CPR) was initiated, and she was transported to the jail clinic with ongoing CPR. A staff physician pronounced Ms. Simon’s death in Harris County Jail at 8:40 AM.

Information from the Deschutes County Sheriff’s Office in Oregon in this ongoing series about using restraints continues here. Trained and approved deputies may use restraints to secure inmates:
- During the pre-admission phase of the booking process.
- When transporting inmates to and from the jail, such as to court or a hospital, etc.
- During court hearings with the exception of jury trials or as authorized by a supervisor.
- When an inmate is in custody outside the confines of the jail facility. Exceptions include inmates pre approved for the inmate worker program and when a deputy is supervising an inmate worker unless authorized by a supervisor. Another exception is when a female is pregnant, depending on trimester and circumstances.
