A Galveston County Jail Inmate Dies After Being in Handcuffs-Pt.5
Broderick Demoures Davis was combative as Galveston County Jail deputies attempted to place handcuffs on him, according to the custodial death report (CDR) about his September 21, 2022, death in the jail’s custody. After handcuffs were placed on Mr. Davis, he continued to resist and was placed on the ground. Deputies then noticed that he was unresponsive. On-site jail medical staff were summoned, and jailers called 9-1-1. First responders were transported by ambulance to an area hospital, where he was pronounced deceased approximately 5 hours after he was admitted into the jail.
Quaid Copplio Thomas Dies Approximately 8 Hours After Being Booked into Plano Municipal Jail
Upon arriving at a vehicle they were dispatched to, Plano Police Officers discovered Quaid Copplio Thomas in his vehicle. The officers observed the presence of pills and numerous prescription bottles in the vehicle. There was an active warrant out for Mr. Thomas’s arrest. He was arrested for both the active warrant and for public intoxication.
At 5:17 PM on April 26, 2022, 50-year-old Quaid Copplio Thomas was booked into Plano Municipal Jail. The jail is at 900 E. 15th St. in Plano, Texas 75074. It was noted in the custodial death report (CDR) that, at the time of booking, Mr. Thomas appeared to be intoxicated on drugs or alcohol and he exhibited both medical and mental health problems.
In the summary of how Mr. Thomas’s death occurred, officers noted that he was placed in a detox cell and was monitored with physical checks as well as constant video monitoring. At midnight, detention officers saw that Mr. Thomas was not snoring or moving. They physically checked him and found that he was unconscious and was not breathing. EMS was contacted and jail staff began performing lifesaving measures. The Plano Fire Department responded to the 9-1-1 call and transported Mr. Thomas to the hospital, where he was declared deceased at 1:10 AM on April 27, 2022.
