An Inmate Dies 3 Hours After Arrival in the Arlington Texas Municipal Jail-Pt4

Bruno Mandujano Ayala was taken into police custody by officers with the Arlington Police Department in Arlington, Texas, on April 30, 2022, and entry into the jail was at 11:11 PM. Details from the custodial death report (CDR) show that he lived for only minutes after his arrival at the Arlington Municipal Jail. Mr. Ayala was proclaimed dead at 2:22 AM on May 1, 2022.

The average number of deaths per thousand county and city jail inmates in the U.S. between 2009 and 2019 was 1.5. During the Reuters investigation into custodial deaths, a particular Regional Jail outside Texas was scrutinized because the jail averaged 3.5 deaths per thousand inmates during the same time period cited above. This was more than double the average. Among the conclusions the news investigators arrived at when examining facts about deaths in the 900-bed jail was that inmates were allegedly not provided with adequate mental and medical healthcare.

There was an improvement in the treatment of inmates at the jail as a result of a “consent decree” between the authorities managing the jail and a federal judge. Improvements put into place included enhanced training of the jail staff, improved medical services, and increased staffing.
