An Inmate in the Killeen, Texas, City Jail Dies-Pt.1
On December 2, 2022, a custodial death report (CDR) was filed by the Killeen Police Department about 46-year-old Wayne Joseph Dunlap. Mr. Dunlap entered the Texas municipal jail at 8:45 AM on December 1, 2022. At 1:46 AM the next day, he was pronounced deceased in the jail at 3304 Community Blvd, Killeen TX 76542. Killeen is in Bell County, Texas.
Harris County Jail in Houston, Texas, is in the Spotlight Regarding Inmate Deaths
A November 28, 2022, news article in Houston, Texas, revealed that Harris County Jail has had more inmate deaths this year than in the past two decades. Three of the 27 custodial deaths were reported Thanksgiving week, which placed the jail in this grim statistic.
Harris County even had more inmate fatalities than Rikers Island, a New York jail that has long been the target of widespread criticism. This year, 18 inmates have died in the custody of Rikers Island. The population of the jail is 5,808 people.
Approximately 9,773 inmates are detained in the Harris County’s jail system, which has a maximum occupancy of 10,000. Of those incarcerated in Harris County, more than 8,000 of them are in pretrial, meaning that they have not been convicted of a crime but have been unable to post bail.
Records also show that more than 600 people incarcerated in Harris County were moved to West Texas and Louisiana facilities due to overpopulation.
