An Inmate’s Death in Liberty County Jail Goes Unreported

Allen Robinson was an inmate in Liberty County Jail in Liberty, Texas, on November 26, 2022, when he was discovered unresponsive in his single occupancy cell. He was transported to a nearby emergency room, where, on the same day, he was pronounced deceased. A custodial death report was due to be filed by late December 2022, but no custodial death report has yet been filed about Mr. Robinson. Liberty County Jail is Cited for Noncompliance Over Multiple Years

Between April 2018 and June 2022, Liberty County Jail in Liberty, Texas, has been cited for alleged noncompliance with minimum jail standards in at least 7 different jail inspection reports. One of those inspections was in 2018, three were in 2019, one was in 2020, and two of the inspections were done in 2022.

A June 10, 2022, Jail Inspection Report Finds Liberty County Noncompliant with Two Jail Standards

Richard Morgan, Complaint Inspector with the Texas Commission on Jail Standards (TCJS) conducted a reinspection of Liberty County Jail in June. Afterward, in a jail reinspection report dated June 10, 2022, Inspector Morgan cited the jail for alleged noncompliance with two minimum jail standards, and details on one of those follows. The other standard mentioned involved minimum opportunities for inmates to shower:

Rule §259.138-Holding Cells

Under Rule §259.138-Holding Cells, inmates must not be held in a holding cell for longer than 48 hours.

  • The TCJS Complaint Inspector was investigating complaint 8005. In doing so, he discovered that an inmate had been housed in booking between at least May 12 and May 18 of 2022, though possibly longer than those six days.
