Bosque County Jail Fails an Inspection with a Classification Violation

A notice of non-compliance was issued to Bosque County Jail on July 10, 2025, after failing a special jail inspection. The Meridian, Texas, jail is now listed on the Texas Commission on Jail Standards (TCJS) website for violating one minimum jail standard. Since 2017, Bosque County Jail has been cited for noncompliance with TCJS standards at least seven times.

The most recent inspection results show that Bosque County Jail has been cited for noncompliance with the following standard:

  • Chapter: Classification and Separation of Inmates
    Rule ยง271.1 (A)(B)(E)-Objective Classification Plan
    The TCJS Inspector noted that 21 files were reviewed and revealed that four (4) detainees had been improperly classified utilizing current offense, offense history, prior convictions, and detainer status.

When the classification of inmates is improperly handled, it can cost detainees their lives. Very recently, in June 2025, an accused non-violent offender was within hours of being released from Lee County Jail in Florida when a man facing a murder charge became his cellmate. According to the usual common-sense classification of inmates, this was a total departure from the typical protocol for jails across the country.

The 39-year-old victim, Brandt Diaz, was asleep when his new cellmate began to beat him savagely. Fortunately, Mr. Diaz survived, but due to the seriousness of those injuries, his life is forever changed, including possible permanent loss of sight in one eye.

A Look Back: Bosque County Jail was Cited for 11 Violations in 2018

After the 2018 inspection of the Meridian jail, Bosque County was cited for noncompliance with 11 jail standards. Several of those areas of noncompliance could rightly heighten fears for the safety of the inmates. Especially considering that suicide is a critical threat in county jails, the gist of the following notes left by TCJS Inspector Jackie Benningfield revealed valid concerns for that period:

  • Inmate medical files were reviewed, and it was discovered that medical personnel are not being notified as required on the screening form. One inmate, for instance, indicated a history of heart attacks and strokes, and yet no medical personnel were ever notified.
  • No documentation could verify that jailers received the required suicide prevention training.
  • One of the primary procedures for identifying inmates who are potentially suicidal and/or mentally disabled was not being followed. Specifically, the magistrate was not being notified per the screening form and Article 16.22 of the CCP.
  • A random selection of 4 files was reviewed, and it was found that not all inmates are being classified before being housed.
