Charles Faggart Died in the Custody of Duval County Jail Under a Cloud of Controversy
Charles Faggart, 31, was arrested and booked into Duval County Jail on April 1, 2025. He was charged with criminal mischief and simple assault, both misdemeanors. An incident with jail guards occurred on April 7. Tragically, on April 10, 2025, he was pronounced deceased.
News released in April 2025 revealed that Mr. Faggart’s death led to nine correctional staff members being stripped of corrections authority, including one corrections sergeant. They were each assigned to positions elsewhere.
The long-awaited clarity about the death of their loved one was not satisfied when the autopsy results were shared with Mr. Faggart’s family. His mother claims that the autopsy report shows that the cause of death was “unable to determine.”
A partially redacted report about Mr. Faggart’s death was released by the Jacksonville Sheriff’s Office. The deceased’s family said that they felt that they still did not have the full picture of what happened. Some details from that report follow:
- At 7 a.m., three corrections officers placed Mr. Faggart into one-piece restraints behind his back. He was allegedly exhibiting erratic, disruptive, and aggressive behavior. Sgt. Cox determined that Mr. Faggart was a threat to others and himself and that he should be placed into the restraint safety chair. Due to thrashing and kicking, the officers could not secure Mr. Faggart in the chair.
- At 7:05 a.m., Sgt. Cox did something that was redacted.
- At 7:07 a.m., Officer Maygoo arrived, and the officers continued with their attempt to get Mr. Faggart into the restraint safety chair, but his resistance prevented them from doing so. Sgt. Cox again did something that was redacted. Mr. Faggart began to calm down. Officer Clifton arrived and placed a spit mask on Mr. Faggart, who was then secured in the chair with the one-piece restraints still on.
- At 7:28 a.m., Mr. Faggart was examined by Nurse Morris, who deemed him medically fit to remain in the restraint chair.
- At 8:39 a.m., Mr. Faggart did something redacted.
- At 8:42 a.m., five more officers arrived, and the spit mask was removed.
- At 8:43 a.m., provider Lamier arrived with the medical staff and three officers.
- At 8:48 a.m., provider Lamier did something redacted.
- At 8:50 a.m., Sgt. Cox deemed Mr. Faggart for removal from the restraint chair.
- At 8:51 a.m., after Mr. Faggart was removed from the restraint safety chair, he was escorted to cell #25 by eight officers. At this point, a large section of the report is redacted. The next readable line states that Sgt. Cox determined that it was necessary for Mr. Faggart to again be placed in the safety chair.
- At 8:57 a.m., Officer Sullivan did something redacted as Mr. Faggart was still being placed in the chair by seven other corrections officers.
- At 9 a.m., the medical staff arrived.
- At 9:05 a.m., the Jacksonville Fire and Rescue Department arrived.
- At 9:10 a.m., Mr. Faggart was placed on a stretcher and transported to a hospital.
Restraint chairs are controversial and yet approved for use in most county jails in the U.S.
Mr. Faggart was a well-known chef and the owner of Chop It Charlie’s.
