David L Tumey is the 7th Known TX County Jail Death in Feb 2022-Pt2

Just three days after David Lee Tumey was booked into Medina County Jail in Hondo, Texas, on February 10, 2022, he was discovered unresponsive in the single detox cell where he was housed. The custodial death report indicates that he was seen alive a little more than 2 hours before this. Mr. Tumey died at age 54 on February 13, 2022.

The Texas Commission on Jail Standards (TCJS) always conducts an additional jail inspection after a custodial death has occurred. The Texas Rangers conduct investigations of each of these deaths, as well. Since Mr. Tumey’s custodial death was posted with the Office of the Attorney General (OAG), another February 2022 death was reported, which brings the February total number of custodial deaths to eight. Tragically, six of those deaths have been suicides.

Studies show that one of the most effective factors in suicide prevention is providing supervision. TCJS provides strict guidelines for the supervision of inmates as part of suicide prevention. The specifics on observation of inmates are found in Rule §275.1-Regular Observation by Jailers. One of the most recent jail inspection reports to be posted due to alleged noncompliance reflects that Rains County Jail allegedly failed to provide the mandatory supervision.
