Inspectors with the Texas Commission on Jail Standards (TCJS) conduct annual jail inspections at all Texas County jails. Any noncompliance that is discovered prompts the release of a jail inspection report.

4 Texas County Jails are Recently Cited for Noncompliance with §273.6(3)

As mentioned in Part 12 of this continuing series, §273.6(3) requires an inmate in restraints to be observed in intervals not to exceed every 15 minutes. During these observations, the inmate’s extremities must be checked to ensure that blood circulation has not been cut off.

Smith County Jail is located at 206 E Elm St. in Tyler, TX 75702. The jail was cited by alleged noncompliance with 6 minimum jail standards per a jail inspection report dated March 22-24, 2022. Included is a failure to meet requirements in §273.6(3).

  • According to the inspector with TCJS, the restraint chair logs were reviewed and it was discovered that the 15-minute observation requirement was exceeded on multiple occasions by 1 to 10 minutes.

Ector County Detention Center is in Odessa, Texas, 79766, at 2500 U.S. 385. In a jail inspection report dated January 19-21, 2022, an inspector with TCJS sites the jail for noncompliance with §273.6(3).

  • The 15-minute observation requirement was exceeded on multiple occasions by 1 to 15 minutes, per a review of restraint chair logs.
