Texas County Jails Cited Regarding Deficiencies with Mention of Deceased Inmates
A Special Inspection Report on alleged non-compliance with minimum jail standards by El Paso County Jail in El Paso, Texas, was released after an October 30, 2017, inspection conducted by an inspector with the Texas Commission on Jail Standards (TCJS). The names of two deceased El Paso County Jail inmates are included in the report. The information shows how non-compliance with requirements can potentially have an adverse health effect on inmates.
Robert Gallegos, Deceased El Paso County Jail Inmate, is Named Twice in a Non-Compliance Report
El Paso County Jail allegedly failed to comply with Rule §273.2(7) of the Health Services Plan. The following is the requirement under this rule:
- Prescriptions must be distributed in keeping with the instructions written by a doctor, and the person who distributes the medications must be an appropriate person designated by the sheriff or jail operator.
The details about the death of Robert Gallegos are provided in an original custodial death report (CDR) dated September 19, 2017, and in an Amended CDR that reflects the same report date but contains the cause of death, per the autopsy. The CDR was prepared by the El Paso County Sheriff’s Department.
