El Paso County Jail Inmate Brooks Plecas-Perrin’s Dies of an Unknown Cause
Brooks Plecas-Perrin was booked into El Paso County Jail on May 3, 2017. Three weeks later on May 23, 2017, he was pronounced deceased. A custodial death report (CDR) was filed on May 30, 2017, before autopsy results were available. An amended CDR was not filed with the attorney general of Texas until November 6, 2020, to reflect the evaluation of the Medical Examiner. Unfortunately, the cause of his death is still unknown. The manner of death is listed as “could not be determined,” and the medical cause of death is shown as “undetermined.”
The CDR provides insights into what occurred on the day of Mr. Plecas-Perrin’s death. Officers with the El Paso Sheriff’s Office were conducting face-to-face inmate checks at 5:00 AM on May 23, 2017. From the “Plecas cell block,” the report says, a strong odor of feces became apparent. The officers saw him lying on the floor, where he appeared to be asleep. They gave him verbal commands, but he did not reply.
At that point, officers indicated that Plecas was unresponsive, and medical staff was summoned to the cell block. The next installment continues with further information from the CDR summary.
