El Paso County Jail Inmate Brooks Plecas-Perrin’s Dies of an Unknown Cause Continued
When medical staff arrived at Brooks Plecas-Perrin’s cell block, they checked for responsiveness. They used ammonia capsules and indicated that “Plecas” responded by moving his head away from the capsules. However, he did not open his eyes. He remained unresponsive, although he continued snoring.
An AED was applied, but it never initiated a “shock.” The medical staff indicated that they placed Plecas on oxygen, intubated him, started an I.V., and monitored him for vital signs. The medical staff also said that they administered chest compressions and started assembling an ambu bag so that they could begin rescue breathing. The medical staff indicated that emergency medical services personnel arrived at 5:57 AM and took over the CPR. EMS then transported Plecas to a nearby hospital for further treatment. A doctor there pronounced Brooks Plecas-Perrin deceased at 6:17 AM on May 23, 2017.
There is no indication on the custodial death report regarding any medical care that he may have received between the date of his arrival, which was May 3, 2017, and the morning in which he was discovered in an unresponsive state.
