Franklin County, Texas Jail Fails State Inspection


Franklin County Jail in Texas has been listed as Non-Compliant on the Texas Commission on Jail Standards (TCJS) website.  An inspector with TCJS released a jail inspection report dated February 5, 2023.

§263.41-Training and Drills

Rule §263.41-Training and Drills, which is in the chapter on Life Safety Rules, states that upon employment, training for emergency situations will be immediately provided and all jail personnel must receive training no less than each calendar quarter to include evacuation drills, fire, emergency, and the location and use of equipment.

  • Records were reviewed and it was found that there was a failure of life safety training records to show that the quarterly training required for staff was provided.

When it comes to important training, none could be so important as knowing what to do if there is a fire or emergency of some kind and how to lead evacuation drills. Knowing how to use the equipment and where to find it in an emergency could mean life or death for an inmate.
