Officials say 49-year-old James Moore, a Mississippi resident, was discovered unresponsive in a shower area inside the jail. Correctional staff called for emergency assistance, and Moore was taken to a nearby hospital, where he was later pronounced deceased.

The case is currently being reviewed by the Sheriff’s Office Bureau of Investigations. Authorities say no further details are available while the inquiry remains active.

Family Seeks Answers After Man with Diabetes Dies in Harris County Jail

According to an April 2023 investigative story, Sarah Borchgrevink has demanded clarity about what occurred in the days between her last phone call with her brother and when he was discovered dead inside a Harris County Jail cell.

Her brother, 28-year-old Matthew Shelton, died on March 27, 2022, from diabetic ketoacidosis—a life-threatening condition that develops when someone with diabetes lacks enough insulin. According to his family, Mr. Shelton entered the jail with the supplies he needed to manage his condition, making it difficult for them to understand why he did not receive insulin or medical help once in custody.

Mr. Shelton turned himself in on a DWI charge and died five days later. His passing was one of multiple deaths in the jail around that time, a number that includes medical emergencies, inmates found unresponsive, and three suicides.

In Texas, jail deaths must be reported to the state, but initial disclosures are minimal, typically offering only a short summary. To obtain more information, families and journalists often must submit formal records requests—an effort that can take months and sometimes yields limited or no answers.

Investigation Findings

13 Investigates obtained portions of the Houston Police Department’s report into Mr. Shelton’s death, which HPD conducted because state law requires an outside agency to investigate fatalities inside county jails.

The police report describes a doctor saying Mr. Shelton appeared to already be in rigor mortis when first examined. The 42-page report includes summarized interviews and observations from jail surveillance footage, though the video itself has not been made public.

One doctor interviewed by investigators noted Mr. Shelton’s skin appeared discolored, with blue tones and distinct markings.

According to the HPD report, a detention officer delivering meals entered Mr. Shelton’s cell at approximately 3:42 p.m. on March 27, 2022. The officer left moments later, having found Mr. Shelton “cold and stiff.”

Timestamps referenced in the HPD analysis show a 28-minute gap between the officer leaving Mr. Shelton’s cell and another staff member being seen running toward the area to respond.

Jail Cited After Investigation Began

Shortly after 13 Investigates started asking questions about Mr. Shelton’s death, the Texas Commission on Jail Standards issued the Harris County Jail a non-compliance notice, citing the facility for failing to provide Mr. Shelton the blood-pressure medication and insulin the jail medical staff had ordered.

Mr. Shelton’s family says they are continuing to push for accountability and transparency surrounding his final days.
