A 25-Year-Old Inmate in Mecklenburg County Jail Allegedly Dies of Fentanyl Intoxication
Russell Fincham was arrested and booked into Mecklenburg County Jail on July 3, 2022. During the intake process, Mr. Fincham reportedly informed a nurse that he used fentanyl daily, and he ingested a large amount of fentanyl just before his arrest.
Mr. Fincham was placed in a detox unit, where safety checks are required in intervals not to exceed 40 minutes, and there must be at least two face-to-face observation checks every 60 minutes. The rule is from North Carolina Administrative Code Section 10A. Evidence was allegedly found showing that the officers scanned badges often, but they failed to observe Mr. Fincham.
Russell Fincham allegedly began to experience symptoms of opioid withdrawal soon after he arrived at Mecklenburg County Jail. Due to withdrawal, he vomited a large amount of black bile. The next morning, he showed signs of distress.
Tragically, Russell Fincham was pronounced deceased on July 6, 2022. According to his family, he died of fentanyl intoxication while in the jail’s custody, and they demand justice and accountability. Since the effects of a fentanyl overdose can be squelched with the administration of Narcan, it is reasonable to assume that Mr. Fincham’s death was likely preventable.
The family claims that the Mecklenburg jail staff failed to take the proper steps to be able to meet Russell Fincham’s emergency needs that would have saved his life.
In some jails, corrections officers always keep Narcan on them. If someone begins to have a catastrophic response to an opioid such as fentanyl, Narcan can usually save their life if it is applied fairly quickly. All withdrawal deaths are preventable, according to the Bureau of Justice Assistance (BJA).
Sources noted that in the three years prior to Mr. Fincham’s death, seven inmates had died. Allegedly, negligence and systemic failures contributed to Mr. Fincham’s death.
The address of Mecklenburg County Jail is 5235 Spector Dr, Charlotte, NC 28269. The jail’s inmate capacity is 1,904.
