Are Jails Responsible for Keeping Inmates Safe from Self-Harm While Incarcerated?

Whatever the circumstances that lead to a person being placed in a county or municipal jail, they do not lose certain basic rights. That includes the right to be safe from harm, even self-harm that often results in death by suicide. Because it is the leading cause of death in local jails, all jail staff have a part in suicide prevention. Training in suicide prevention is required for all members of a jail’s staff in many, if not all, states. Significantly, about 25% of all jail suicides occur within the first 24 hours in jail. Another large percentage of custodial suicides in city and county jails happen within the first two weeks.

A major focus of the booking process is to determine whether individuals are at risk of suicide because of mental health issues, alcohol or drug abuse, a history of depression, and many other pertinent factors. Even when there are no indicators, all inmates should be treated as a person at risk. Those who commit suicide in U.S. jails often exhibit no apparent signs of suicidal ideation before the act occurs.
