Intoxicated Man Dies After Being Arrested by Dallas Police
The Dallas Police Department, in Dallas, Texas, filed a custodial death report with the Attorney General of Texas regarding the death of Juan Jose Segovia. Mr. Segovia was 45 years old at the time of his death. Information in this post was obtained from that report, and we make no allegation of any wrongdoing against anyone.
Mr. Segovia was arrested at approximately 10:00 p.m., by Dallas police officers, on June 30, 2019. Mr. Segovia appeared to be intoxicated. Mr. Segovia was treated at the scene by the Dallas Fire Department. The Dallas Fire Department, presumably EMS personnel, “cleared” Mr. Segovia medically but stated that he was intoxicated. Mr. Segovia was then placed into Dallas police custody for outstanding city warrants and transported to “CDC.”
Mr. Segovia was placed into a holding tank at a time which is not listed in the report. Regardless, at approximately 6:00 a.m. the following day, CDC personnel checked on Mr. Segovia and found that he was unresponsive. CDC personnel called the Dallas Fire Department for medical assistance. Mr. Segovia was then transported to Baylor Hospital on July 1, 2019. Mr. Segovia received medical treatment at the hospital and ultimately passed away on July 7, 2019. An autopsy was to be conducted by the Dallas County Medical Examiner’s Office.
The report indicates that body-worn camera video, and video from CDC, has been collected and is being reviewed. The report also indicates that there is an ongoing investigation.
As indicated above, we have no idea what happened to Mr. Segovia once he was placed into custody. However, as a pretrial detainee, he has rights pursuant to the United States Constitution. He has the right for jailers or other captors not to be deliberately indifferent to his known medical and/or mental health needs.
