Marion County Inmate Frank Lambert Dies in an Indiana Hospital

In Indianapolis news, Frank Lambert, who was incarcerated in Marion County Adult Detention Center (ADC), was discovered unresponsive in his cell at approximately 6 a.m. on August 25, 2025. Jail medical staff began providing Mr. Lambert with aid. When medics arrived, they took over lifesaving efforts. Mr. Lambert was then transported by ambulance to a local hospital. Sadly, Frank Lambert was pronounced deceased that afternoon, on August 25. The deceased was only 26 years old.
An investigation into Mr. Lambert’s death is ongoing. According to standard procedure, the agencies collaborating on the effort are the Forensic Services Agency, the Indianapolis Metropolitan Police Department (IMPD), the Marion County Sheriff’s Office (MCSO) Internal Affairs Unit, and the Marion County Coroner’s Office.

Inmates in Indiana County Jails Allegedly Die from Withdrawal Symptoms
According to the National Institutes of Health’s National Institute on Drug Abuse, it is estimated that among the individuals in county jails and prisons, 65% have an active substance abuse disorder. A jail could not fulfill its role to protect those in its care without a plan to care for inmates going through withdrawal. Experts have said that there is no reason for a person to die from withdrawal symptoms, yet that’s what happens often if the person is incarcerated in a county jail. The following are among the individuals who have allegedly died in Indiana county jails from withdrawal, and the actions of jail staff allegedly contributed to their deaths.
Richard Goode in Indiana’s Marion County Adult Detention Center
On March 2, 2024, Richard Goode died at the age of 29 after spending 7 days of incarceration in Marion County Adult Detention Center, aka the Marion County Jail. Mr. Goode experienced acute withdrawal symptoms, and the jail allegedly failed to provide appropriate care. He was never transferred to an acute care facility or to a hospital for the lifesaving treatment he needed. The Marion County Coroner’s Office determined that Richard Goode’s death was accidental and caused by acute mixed drug intoxication.
Steven M. Perry, Jr., in Indiana’s Allen County Jail
On February 26, 2024, Steven M. Perry Jr. died at age 27. He experienced a fentanyl overdose while incarcerated in Allen County Jail in Fort Wayne, Indiana, and he was not given the medical attention he needed to survive. The jail staff allegedly failed to provide the urgent medical care needed when Mr. Perry was discovered unresponsive and in the preceding hours. Sandra Ray, 35, in Indiana’s Jennings County Jail
When 35-year-old Sandra Ray was arrested on May 24, 2022, her blood alcohol content was .267. The legal limit in Indiana is .08. Ms. Ray was then booked into the Jennings County Jail on a charge of driving while intoxicated. Another breathalyzer test in the jail was about an hour after the first, and the result was that Ms. Ray had an alcohol content level of 2.33 g/210 L.
She was placed on an alcohol withdrawal assessment protocol, which involved frequent monitoring by jail staff. With each check, a form noting her vital symptoms and other symptoms specified was supposed to be filled out each time. Records show the jail checks were allegedly incomplete and inadequate. She was discovered unconscious in her cell on May 26 at about 7:30 a.m. Lifesaving measures were unable to revive her. Sandra Ray was pronounced deceased in her cell at about 7:37 a.m. on May 26, 2022.
