The Parker County, Texas jail failed a Texas Commission on Jail Standards (“TCJS”) inspection in late March 2019. The TCJS inspector noted, after reviewing video evidence, that Parker County, Texas jail staff used a violent cell to temporarily hold a female prisoner who was not violent and who did not display violent behavior. Jail staff also logged that the female inmate had refused recreation. Further, inmates in other cells did not receive the full one-hour of recreation as required by minimum jail standards. The jail is now listed as being non-compliant.

It is important in Texas county jails comply with TCJS standards. Many of those standards are in place for the protection of prisoners, and to assist with complying with their constitutional rights. If a county or city in Texas violates the constitutional rights of a person incarcerated in a jail cell, then the county or city may be liable pursuant to federal law.
