Runnels County Jail Violates a Rule About Inmate Classification

A jail inspection report was issued to Runnels County Jail after a June 16, 2025, inspection. Then, two days later, the Texas Commission on Jail Standards (TCJS) issued the Ballinger, Texas, jail a notice of non-compliance. TCJS inspectors found that Runnels County Jail violated one minimum jail standard, and it was a repeat violation from October 2024. TCJS inspectors wrote the following details about the most current breach of compliance:

  • It was discovered during a review of inmate files that 2 of 10 detainees were improperly classified using current offense, offense history, sentencing status, and prior convictions.

Similarly, in an October 25, 2024 non-compliance letter to Runnels County Jail, the inspectors wrote the following:

  • Of 10 inmate files that were reviewed, 4 of them were classified improperly, utilizing the current conviction or offense, offense history, sentencing status, and prior convictions.

The address of the Runnels County Jail is 200 S Hickory Hill Rd, Ballinger, TX 76821. The jail, which is also known as the Runnels County Law Enforcement Center, has a capacity of 87 detainees.

How Serious Can the Misclassification of Jail Inmates Be?

When the misclassification of an inmate with a history of violence occurs, other inmates can be brutally injured or killed. For this reason alone, it is imperative that jail staff are careful and place detainees in appropriate housing. Please be advised that the following are graphic details about the horrible death of a 24-year-old inmate placed in housing with a man who had a history of violence. In retrospect, the jail admitted that the man should not have been housed with other inmates.

  • A 24-year-old man died on January 16, 2024, just 24 hours after being booked into San Diego Central Jail. Although he had allegedly screamed for an hour amidst his cellmate’s threats and aggressive physical attacks, help did not arrive in time. He was discovered in the cell having been sexually assaulted and choked to death by his cellmate. The victim was naked and face-down on the floor with his hands and feet bound behind his back.
  • The attacker in this case had already assaulted a deputy and threatened multiple cellmates before January 16, 2024. The 36-year-old perpetrator is now facing murder charges. In the 60 minutes after the attacker had been placed unmonitored in the victim’s cell, screams for help could be heard. The panic button was pushed multiple times. No one came to stop the torture or the murder.
  • The address of San Diego Central Jail is 1173 Front St, San Diego, CA 92101. The jail has a 944-inmate capacity.
