San Patricio County Jail is Cited for Overpopulation

A special jail inspection was conducted at San Patricio County Jail on October 1, 2025. A Texas Commission on Jail Standards (TCJS) inspector cited the jail for the alleged violation of one minimum jail standard. TCJS sent a notice of non-compliance to San Patricio County Jail on the same day. The Sinton, Texas, jail is also now listed on the TCJS website with other non-compliant jails.
San Patricio County Jail allegedly violated Rule § 259.135 – Dormitory requirements in adult detention facilities. It specifies the maximum number of inmates that can be in each dormitory or cell of a jail. The TCJS inspector found the following:
On September 30, 2025, the dormitory and cell areas exceeded the approved capacity by 37 inmates. San Patricio County Jail had a population of 273, but the approved maximum capacity is 236.
When the jail population exceeds the approved capacity, the problems associated with overcrowding put inmates at risk. The following are among the issues exacerbated by overcrowding:
- A higher number of injuries and assaults can occur between inmates and against staff.
- Overcrowding has been proven to worsen mental health issues such as suicide, stress, anxiety, and depression.
- Inmates are often denied access to mental and medical health services.
- Infectious diseases spread faster, and there is a decline in physical health.
- Jail staff experience burnout and stress, leading to increased correctional staff turnover.
- Equipment and facilities break down more quickly because of increased use.
- Overcrowding affects access to job training, education, and other meaningful activities, resulting in frustration and boredom among the inmates.
- The inadequate healthcare that results from overcrowding could be deemed a violation of detainees’ constitutional rights.

A Colorado Inmate Allegedly Dies from Medical Neglect
Michael Burch died at 69 after his medical needs were allegedly ignored in a rural Colorado jail. Mr. Burch was tased and got into an altercation with a jail deputy in the Huerfano County Detention Center. He suffered a great deal of pain afterward, but he was allegedly never provided with medical attention.
For Mr. Burch, trying to breathe became extremely painful. Seven days later, on April 4, 2023, he was found deceased in a cell. An autopsy was performed on Mr. Burch, and it was discovered that his ribs on his right side were broken, and his right lung collapsed. The shattered ribs had been piercing and tearing through his organs.
