San Saba County, Texas Jail Fails State Inspection
The San Saba County Jail in San Saba, Texas, was inspected on July 2, 2026. The jail was subsequently cited for violating five minimum jail standards. The violations were discovered by a Texas Commission on Jail Standards (TCJS) inspector. TCJS sent the San Saba Sheriff’s Department a notice of noncompliance and now lists the San Saba County Jail on its noncompliance page.
One of the rules of operation that San Saba County Jail is noncompliant with is in the chapter on existing construction rules. The other four are in the chapter covering life safety rules. The following information reveals each rule and deficiencies discovered by the inspector:
- Rule §261.143(b)-Furnishings for Inmate Housing Areas-Toilets and Lavatories:
- At the time of the inspection, the building’s water supply had been shut off, preventing verification of compliance with Rule 261.143. Because running water was unavailable, inspectors could not confirm that the facility met the required standard.
- §263.41-Training and Drills:
- Records showed that no training sessions or emergency drills were completed during the fourth quarter of 2025 or throughout the first and second quarters of 2026.
- §263.42-Fire Prevention Plan:
- Inspection records showed the most recent fire official inspection took place on December 14, 2024. At the time of review, the required inspection was approximately one year and six months overdue, placing the facility out of compliance with the applicable requirement.
- §263.50-Emergency Electrical Power:
- During the inspection, the facility’s generator did not start when tested, indicating it was not functioning as required at that time.
- §263.56-Testing Emergency Power Equipment:
- Records indicated that the required weekly and monthly testing had not been performed after September 2025.
It appears that San Saba County Jail has passed all annual inspections since March 1, 2018, when it was cited for four violations. While that is a long run of seemingly uninterrupted compliance, four of the rules that were last violated pertained in some way to mental disabilities and the suicide prevention plan. The other indicates that an inmate fell through the floor due to deterioration, which may have caused the inmate to sustain an injury.
It can be surmised that mentally ill inmates and potentially suicidal inmates were also at risk. For instance, no jailers received suicide prevention training in 2017. Yet statistics show that suicide occurs much more frequently in local jails than it does among the public. In addition, inmate suicide has been shown to account for approximately 30% of all inmate deaths. Even more disturbing, there is a prevailing theory among watchdog groups that secrecy surrounds jail deaths, suggesting that custodial deaths might often be hidden.
The San Saba County Jail is at 104 S Water St, San Saba, Texas 76877. The jail has a 12-bed capacity.
