TCJS Cites Washington County Jail for Non-Compliance

Washington County Jail in Brenham, Texas, has been added to the list of non-compliant jails on the Texas Commission on Jail Standards (TCJS) website. A notice of non-compliance was sent on May 28, 2025, which was a day after a special jail inspection. TCJS inspectors found that Washington County Jail has failed to comply with the rules of inmate supervision. Inspectors’ notes follow:

  • It was discovered that Washington County Jail exceeded the 60-minute minimum requirement for face-to-face observations.

Washington County Jail’s address is 1206 Old Independence Road, Brenham, Texas 77833. The inmate capacity is 177.

What Can Happen When Supervision is Neglected?

Certain procedures are supposed to be followed during face-to-face inmate observations. Following them helps ensure the well-being of detainees. For instance, simply walking past a cell rather than looking at the inmates to ensure everyone is breathing violates procedures.

In March 2019, Washington County Jail learned what can occur when minimum standards are neglected. Thirty-one-year-old Cameron James Pritchett was booked into the Brenham jail on March 3, 2019. He was housed in a single-occupancy cell. Tragically, on March 6, 2019, he was discovered hanging in his cell from a bed sheet that was wrapped around his neck. Despite lifesaving measures, he was pronounced deceased at 3:34 PM that day.

According to standard procedures, TCJS conducted a special jail inspection as part of an investigation into the death of Mr. Pritchett. The following is from a note written by a TCJS inspector:

  • Documentation and video evidence were reviewed. It was determined that the face-to-face observation prior to the inmate being discovered did not occur because the inmate had obstructed the jailer’s view by placing a blanket over the door. Although the jailer made the round within the required time period, the jailer did not view the inmate face to face as required by minimum jail standards.
