TCJS Issues Webb County Jail a Notice of Non-Compliance
The Texas Commission on Jail Standards (TCJS) website currently lists Webb County Jail as non-compliant with minimum jail standards. A jail inspection report was issued on May 8, 2025, with the findings of a special jail inspection. TCJS sent a notice of non-compliance to the Laredo, Texas jail on May 12, 2025. TCJS inspectors found that Webb County Jail has failed to comply with a rule pertaining to inmate physical exercise and physical recreation. TCJS inspectors conveyed the following about the alleged violation:
- Only 5 out of 49 housing units were offered one hour of supervised physical exercise or physical recreation at least three days per week for the time period of October 28 through November 30, 2024.

How Could a Lack of Physical Exercise Harm Jail Inmates?
A study of the effects of a lack of physical exercise among 199 jail inmates revealed potential threats to health. Among those who never participated in recreational or physical exercise, 18.5% reported asthma, 40.7% experienced hypertension, 18.5% developed high cholesterol, 11.1% suffered from diabetes, 34.0% had anxiety, and 39.6% exhibited signs of depression. There is also a link between the limited exercise of jail inmates with no access to physical exercise and cognitive impairment. Security risks can increase in jails, as well, with inactivity among inmates potentially leading to increased violence and aggression between inmates as well as against jail staff.
2 Jail Inmates Die Due to Possible Jail Abuse or Medical Neglect
- Walker County Jail in Alabama is under scrutiny with regard to the death of 33-year-old Tony Mitchell, who was arrested and jailed there on January 12, 2023. Mr. Mitchell was placed naked in a cold cell and died in the jail’s custody after just two weeks. Hypothermia and sepsis were contributing factors to Mr. Mitchell’s death, and the medical examiner named homicide as his manner of death. - In Florida, the April 10, 2025, death of inmate Charles Faggart after incarceration in Duval County Jail is under investigation. Mr. Faggart was only 31 years old. News reports have revealed that nine corrections officers have been stripped of their authority in connection with Mr. Faggart’s death.
- An incident report related to his ultimate death shows that several officers were trying to place Mr. Faggart into a restraint chair on April 7, but they say that he continued to fight. A spit mask was placed over his head, and he was pepper-sprayed during the confrontation. Details of the final three minutes of the incident in which Mr. Faggart was placed back in the restraint chair after having been removed have been heavily redacted. After another three minutes, medical staff arrived and Mr. Faggart was transported by ambulance to a hospital, where he was pronounced deceased.
- With a bed capacity of 3,500, Duval County Jail has four separate locations within Duval County. John E. Goode Pre-Trial Detention Facility is the largest of the jails, with a designed inmate capacity of 2,189.
