Three Former County Jail Inmates in a Jurisdiction Outside Texas Report Allegations of Severe Neglect and Civil Rights Violations – Part 1
Stories of life-threatening neglect and abuse experienced by three different former inmates are currently coming out against a County jail outside of Texas. One of the inmates has since died of injuries associated with the medical neglect he allegedly suffered. The jail is accused of civil rights violations associated with gross neglect.
Medical Neglect
The first of the three inmates was admitted into jail on drug-related charges. When he first arrived, he claimed that he was experiencing lightheadedness, vertigo, disorientation, and dizziness. He requested that he be assigned to a lower bunk due to the dizziness he was experiencing. Yet, he was assigned to a top bunk. A couple of weeks after arriving at the jail, one night, he fell head-first from the top bunk onto the concrete floor. He experienced severe head, shoulder, and neck pain.
The inmate was evaluated using a portable X-Ray machine. he was informed that the fall caused no visible injuries, though signs of arthritis were detected. In the following weeks, the inmate repeatedly informed jail staff members and medical personnel that he was still experiencing severe head and neck pain since the fall.

Medical neglect is a common type of complaint that is made against city and county jails in Texas, according to the Texas Commission on Jail Standards (TCJS). Inmates have constitutional rights, and a jail can be held accountable when someone suffers a custodial death as a result of an unconstitutional policy, practice, or custom.
