Travis County, Texas Jail Fails State Inspection
As a result of a May 2023 special jail inspection, Travis County Jail in Texas is now listed as a Non-Compliant Jail on the TCJS website. TCJS inspector Wendy Wisneski completed a special jail inspection report about the May 17, 2023, inspection. Travis County Jail has been cited for noncompliance with 1 minimum jail standard.
RULE §275.1 Regular Observation by Jailers
In the chapter about the Supervision of Inmates, Travis County Jail has been cited for noncompliance with Rule §275.1 Regular Observation by Jailers. Every facility shall have the appropriate number of jailers at the facility 24 hours each day. Facilities shall have an established procedure for documented, face-to-face observation of all inmates by jailers no less than once every 60 minutes. Observation shall be performed at least every 30 minutes in areas where inmates known to be assaultive, potentially suicidal, mentally ill, or who have demonstrated bizarre behavior are confined.
- A review of documentation and video submitted after a custodial death revealed that three (3) observation rounds documented as conducted did not include any observation of this inmate.
On May 22, 2023, the Texas Commission on Jail Standards (TCJS) sent letters to The Honorable Andy Brown and Sheriff Sally Hernandez in Austin, Texas, with regard to the special inspection report about Travis County Jail prepared following the inspection on May 17, 2023.
