Woman Dies in Cameron County Jail – Texas Rangers Investigate
The Cameron County Sheriff’s Department, in Olmito, Texas, filed a report regarding the custodial death of Jacqueline Barosio. Miss Barosio was only 25 years old at the time of her death. We provide information we learned from that report, and we do not have sufficient information to make any allegation of any wrongdoing against anyone.
The summary portion of the report reads in its entirety: “The female subject was found unconscious on a single cell. Inmate did not display any markings or bruising on her body. Autopsy and toxicology reports are pending. The Texas Department of Public Safety Ranger Division is leading the investigation.”
The report also indicates that autopsy and toxicology reports are pending. The report further indicates that Ms. Barosio caused her own death. Thus, the report seems to indicate that she died by suicide. However, the narrative provides no information regarding any alleged suicide.
The United States Constitution requires Texas jails to protect detainees such as Ms. Barosio. If a Texas County has policies, practices, and or customs which lead to a person’s death, then certain family members may be able to file a federal constitutional rights lawsuit as a result of the death.
