Inmate Supervision

The Texas Commission on Jail Standards (TCJS) establishes the minimum standards for jails. Regularly scheduled jail inspections seek to determine whether jails are compliant with TCJS standards. Many of the jail standards directly affect the safety of inmates, staff members, and/or visitors.

For prisoners, supervision by jailers is a crucial aspect of safety. When inspectors visit a jail, records are carefully checked to determine whether the observation of inmates is happening as required. August 31, 2020, was the deadline for jails to install equipment, such as video cameras, to verify that face-to-face checks are being conducted where at-risk inmates are housed, according to minimum jail standards.

Face-to-face observations are required as follows:

• The general population of prisoners must be checked every 60 minutes.
• Inmates who are known to be potentially suicidal, mentally ill, or assaultive and those who have demonstrated bizarre behavior must be checked in person every 30 minutes at most.

An ability to have voice communications must be maintained at all times between inmates and:

• Jailers,
• Licensed peace officers,
• Bailiffs, and
• Designated staff.

Jails can use closed-circuit television, though the cameras may not take the place of in-person observations of inmates.
