Restraints

No matter the size of a Texas jail, jailers are allowed to use restraints on inmates that exhibit behavior that endangers themselves or others. Restraints must always be used humanely but never punitively. The following are among the TCJS guidelines for restraints:

  • Not just anyone can decide to place an inmate in a restraint. The decision belongs to either medical or supervisory personnel. Also, the medical condition of a detainee must be assessed before he or she is placed in restraints.
  • Every 15 minutes, an inmate being kept in restraints must be observed. An assessment of the circulation in the inmate’s extremities must be made along with the security of the restraint system.
  • Although inmates must be released from restraints at the earliest time possible, if an inmate is in a restraint for two hours, medical care must be provided at that time. At each two-hour interval, the inmate must be allowed to change positions, drink liquids, take in nourishment, use toilet facilities, and exercise extremities. Vital signs must be taken, as well. The information regarding the inmate’s activities and condition must all be documented.
