Restraint Chair

At Lamar County Jail, restraint devices can be utilized if an inmate exhibits behavior that endangers himself or herself and others. Guidelines on how to use restraints are provided in minimum jail standards for the state. This includes the use of restraint chairs. The following are among the requirements when jailers use a restraint chair to restrain an inmate:

• Only certain personnel are qualified to order that an inmate be placed in a restraint chair, those being supervisory staff and medical professionals.
• The person placing an inmate in a restraint chair must have training on the proper use of that specific restraint device.
• Jailers are required to closely monitor an inmate in a restraint chair. The circulation of the inmate’s extremities must be checked every 15 minutes for adults and every 10 minutes if the inmate is a juvenile.
• Every 15 minutes maximum, consideration must be given for the removal of an inmate from the restraint chair.
• As with all restraint devices, inmates must be released from the device at the earliest time it is deemed feasible.
• The maximum length of time that an adult can be kept in a restraint chair is 24 hours. For juveniles, one hour is the basic limit for restraint in a restraint chair, though there are exceptions.
