Potential dangers of restraint chairs have come to light through various watchdog groups reporting that inmates have been dying while in restraint chairs at an alarming rate. Jailers have a responsibility to follow the minimum jail standards for use of restraint devices, which include the following:

• Only a detention officer or juvenile probation officer who has been trained on how to properly use a restraint chair is authorized to place a detainee in the chair and to provide supervision while an inmate remains there.
• The following are prohibited with regard to restraint chairs:
  • Altering, modifying, or customizing the restraint chair in any way that is a departure from the intended use and the original manufactured state.  
  • At no time can the restraint chair be used for no other reason than to confine a high-risk resident designated as suicidal.
