At Lamb County Jail, restraint chairs are among the devices that can be utilized to protect an inmate from self-harm or injury to others or if an inmate is behaving in a disruptive or aggressive manner. Potential dangers of restraint chairs have come to light through various watchdog groups reporting that inmates have been dying while in restraint chairs at an alarming rate. Jailers have a responsibility to follow the minimum jail standards for use of restraint devices, which include the following:

  • Only a detention officer or juvenile probation officer who has been trained on how to properly use a restraint chair is authorized to place a detainee in the chair and to provide supervision while an inmate remains there.
  • The following are prohibited with regard to restraint chairs:
    • Altering, modifying, or customizing the restraint chair in any way that is a departure from the intended use and the original manufactured state.
    • At no time can the restraint chair be used for no other reason than to confine a high-risk resident designated as suicidal.
