Restraint Chairs

Adult jail facilities such as Lubbock County Jail, like Texas juvenile detention centers, are permitted to use restraint chairs in certain circumstances. For example, when inmates are exhibiting behavior suggesting that they are a danger to themselves or others, authorized personnel can request the use of a restraint chair. Only supervisory personnel and medical professionals are able to make the final decision on placing an inmate in this type of restraint device.

There are guidelines as to how restraint chairs are used and measures to be taken for the protection of inmates. The following are some examples:

  • No restraint devices can be used for the punishment of inmates, including the restraint chair.
  • Only restraint chairs that have been professionally manufactured can be used in Texas jails. It is prohibited to modify, alter, or customized a restraint chair in any manner.
  • Restraint chairs can only be used for the intended use as stated by original manufacturers.
  • Every 15 minutes, an inmate being held in a restraint chair must be checked in a face-to-face observation by a jailer. It must be verified at that time that all extremities have blood circulation getting to them.
