Handling jail operations is among the functions of the Marion County Sheriff. Jail regulations are established by the Texas Commission on Jail Standards (TCJS). Insight is achieved through annual and follow-up jail inspections. An important aspect of jail compliance is supervising inmates as required. Research shows that one of the most reliable methods for ensuring the safety of inmates is to provide supervision according to minimum jail standards.

Texas jails are frequently found non-compliant because of the issue of supervision and the failure to provide in-person inmate checks according to the Texas Administrative Code.

Inmate Supervision

Face-to-face observations of inmates are required every 60 minutes at most for the inmates in the general jail population.

At-risk inmates must be observed every 30 minutes at most. This includes potentially suicidal, assaultive, and mentally ill inmates as well as those who are exhibiting bizarre behavior.

A new regulation required every jail to have electronic sensors or cameras installed by August 31, 2020. The new equipment makes it possible for inspectors to compare written documentation of inmate supervision with electronic records that capture the reality of the situation.
