Texas jails are required to operate according to minimum jail standards established by the Texas Commission on Jail Standards (TCJS). Any jail found to be in violation of minimum jail standards is subjected to increased scrutiny until the jail is meeting the required standards. Further discipline is applied to jails that fail to correct areas of non-compliance in a timely manner.

Restraint Chairs

Texas jailers have the option of using various types of restraints when an inmate is exhibiting dangerous or bizarre behavior. Restraint chairs can be used when determined to be necessary. Watchdog groups have begun holding Texas jails more accountable because of the number of custodial deaths associated with restraint chairs.

Texas minimum jail standards are designed to keep inmates and others safe. Therefore, using a potentially dangerous device such as a restraint chair must be done with care and according to regulations. The following are among the guidelines for strapping inmates into restraint chairs:

  • The fact that an inmate has been categorized as high risk with a potential for attempting to commit suicide is not a sufficient reason to confine an inmate to a restraint chair.
  • Only a professionally manufactured restraint chair that has no modifications, alterations, or customizations can be used.
  • Once an inmate is placed in a restraint chair, they must be under continuous visual supervision until being removed from the chair, according to minimum jail standards for juvenile detention facilities.
