  • Records should show that a supervisory member of the jail staff or a medical professional made the final decision on the necessity of using the restraint chair.
  • Every 15 minutes, an inmate kept in a restraint chair must be checked. Circulation to the extremities is part of this observation.
  • If an inmate is in a chair for two hours, specific medical care must be provided, to include the following components:
    • Allow the inmate to exercise his or her extremities.
    • Allow the inmate to use the toilet facility.
    • Check the inmate’s vitals.
    • Offer drink and nourishment.
