  • A restraint chair is the restraint device that controls an inmate’s movements most harshly. The chair prevents movement of the arms, legs, and torso. The restraint chair must only be used if a less restrictive means isn’t sufficient for the situation.
  • Before an inmate is placed in a restraint device of any kind in a Texas jail, an authorized person must approve the measure. In addition, a medical professional must establish that a restraint will not be a threat to the inmate’s health in some way.
  • Inmates in restraints must be monitored at least every 15 minutes, during which time the extremities are examined to ensure circulation is not obstructed.
