The Navarro County Sheriff has the responsibility of jail operations, including the duty of ensuring that the minimum jail standards are met. The Texas Commission on Jail Standards (TCJS) sets and enforces those standards. Every year, the Navarro County Jail is inspected by TCJS, like all city and county Texas jails. One important aspect of documentation involves keeping records of inmate observations every 15 minutes. During these observations, circulation to the extremities must be checked.  
• For every two hours in restraints, inmates must receive medical care. Among other things, the care must include checking vitals and offering access to toilet facilities.
