The Navarro County Sheriff has the responsibility of jail operations, including the duty of ensuring that the minimum jail standards are met. The Texas Commission on Jail Standards (TCJS) sets and enforces those standards. Every year, the Navarro County Jail is inspected by TCJS, like all city and county Texas jails. Jails found to be non-compliant are given heightened scrutiny until all issues are resolved.

Restraints

TCJS-approved restraints can be used in Navarro County Jail as long as jail staff and medical personnel follow the related requirements. Inmates whose behavior is a potential threat to themselves or others can be considered for restraint, and the least restrictive restraints must be used. The following are more of the minimum standards related to the use of restraints in Texas jails:

  • A qualified member of the medical staff must assess an inmate’s medical condition prior to placing him or her in restraints.
  • Documentation of every aspect of using restraints is required, from the events leading up to consideration of using restraints to the moment when the inmate is released from the restraint device. One important aspect of documentation involves keeping records of inmate observations every 15 minutes. During these observations, circulation to the extremities must be checked.  
  • For every two hours in restraints, inmates must receive medical care. Among other things, the care must include checking vitals and offering access to toilet facilities.
